Sailing regulations

1. Boat racing rules
Regatta regulations are in accordance with the current ISAF Appendix E “Radio Controlled Boat Racing Rules” provisions. Any amendments to the regulations will be announced at the daily “skipper’s meeting”.

2. Regatta procedure
According to the current program.
The competition arbitrator retains the right to terminate the regatta prematurely at his own discretion.

3. Regatta arrangement
In accordance with the Heat Management System (HMS).

4. Course
The heat is displayed on the course-board. Changes to the course, as well as a possible shortening of the race due to foul weather, will be announced verbally.

5. Remote control position
During a heat, only the competing participants and the observer(s) are permitted within the control and launching area. It is not permissible to control the boats from another position unless given prior permission by the competition arbitrator.
Following the heat, all boats must be immediately taken out of the water.
To sail between heats and/or during a heat in which a boat does not participate, is not permitted. Offences are punished in accordance with article 13.

6. Starting races
Signals are always given acoustically.
Only after the warning signal may the starting line in the direction of the first way-point be crossed. It will be sounded 3 minutes before the start. The preparatory signal follows one minute prior to the start of the race. Competitors who breach regulations and/or “mark” other boats during the preparation period have to acquit themselves immediately.

Boats may not be launched in the time between the preparation signal (1 min) and the start-signal. The competitor has the option of launching his boat after the start signal. In this case, the boat in question is held ashore until the start signal sounds. The competition arbitrator, at his own discretion, may recall one or all boats according to WR32, should an erroneous start occur.
After the preparation signal sounds, boats may neither hold a position windward (luff) to the start-line nor to its extension.

Reasons for individual or general recalls, according to WR 32, are stated as:
• Errors in the starting procedure
• Poor weather conditions
• Insufficient wind, due to which the time limit may be exceeded
• Course way-point has drifted or is missing
• Other reasons, which directly affect security or competition fair-play

The competition arbitrator may, at his own discretion, decide to curtail the starting procedure (provided all boats have been launched) and commence countdown with the preparation signal one minute prior to the start of the race.

7. Maximum time allowance for single heat
The first yacht of a heat must have crossed the finish-line within 15 minutes. Any alteration to this time-limit will be announced at the daily “skipper’s meeting” and made public on the notice-board. The evaluation time, which begins after the first boat crosses the finish-line, is 10 minutes. Boats which do not complete the course within this time-frame are placed last.

8. Monitoring of the remote control frequencies
Each participant must have a minimum of four different certified crystalpairs at hand, with the exception of 2.4 Ghz systems.

9. Jury
The jury consists of three experienced yachtsmen with sound knowledge of all boating regulations. Jurors may participate in the race themselves, in which case a substitute juror will be appointed to rule on their behalf, should they become involved in any breach of regulations. The decisions of the jury are final.

10. Protests
If a redressed boat has not yet been fully acquitted, an initial ruling will be made immediately following the completion of the pertaining heat. This ruling is made by the competition arbitrator after consulting the observers (FIDRO; First Decision by Race Officer). An immediate ruling may be made by the arbitrator without prior consultation, in order to execute a case of “UMPIRING”. A boat which has accepted this ruling and is disqualified, receives a score equivalent to last place in his division.

A member of the jury directs the protest and/or compensation negotiation. Each participant involved must be heard and can call upon witnesses, who must be heard in kind. After the jury’s decision, the competition arbitrator announces the verdict (DSQ of one/several boats, rejection of the protest, compensation).

11. Responsibility / non-liability
Neither the organizer nor officials are liable for any personal or property damages, nor can they be held accountable for any disadvantages in connection with the regatta. Each competitor participates under his own risk and is fully responsible for his personal property (yacht, sail, accessories etc.).

12. Measurement
The RG-65 international boat-class regulations are applicable.
Only boats which meet the current RG-65 international regulations are approved. Upholding the RG-65 “spirit” is paramount, and it will be assumed the skipper has taken great care to adhere to construction specifications. The organizers will refrain from conducting a general measurement of participating boats, except in cases where suspected foul-play is evident.

All boats must have a clearly visible sail-number and/or a sail-insignia. Without a sail-number, or when the numbers can only be deciphered with great difficulty, participation is not possible.
In order to register, participants must declare the boat intended for entry. A subsequent swap for another vessel is only permitted due to irreparable damages to the registered boat, in combination with approval by the competition arbitrator.
Alterations to hull-appendices, the rig and/or sails are permitted between heats. If a participant fails to announce a boat-swap or launches his boat in between heats and/or during heats in which the boat does not participate, he will be automatically disqualified.
The disqualification extends to the heat in with the offending boat was last used and/or for the preceding heat.
The participants of the regatta must keep their boats at ready for a measurement-check, which the competition arbitrator may arrange at any given time.

13. Commitment
The organizers reserve the right to amend sections of the Sailing Regulations prior to the regatta.
